While I am not sure (though I believe not allowed), I advise not to bring the child at such age because it's dangerous. The speed of the boat is very high for some parts of the journey, especially the return way. I only saw adults during my journey in Dec last year.

After getting off the coach from the picking point of Hermitage Hotel, everyone had to walk quite some distance (around 20 mins) before boarding the boat. But as there were some staff and guide at the boarding spot, I suppose there should be toilets for them, thus you upon request. It's advisable to ask the operator of this glacier boat directly in advance, otherwise may have to use diaper (do wear a raincoat as water may splash during the high-speed journey for some part).
