I don't think it is because to get to the walled garden, you do have to go past a few uneven paths but if you are able to push the wheelchair (the carer) then perhaps it can be done. I would suggest asking the gardens directly. They are very friendly and helpful. Also just to let you know the paths can be uneven and very narrow.
