In Dragon Ball GT, the only way to achieve the ability to trasnform into Super Saiyan 4 is by first becoming an Oozaru, or Great Ape, and then master it to become this new powerful figure.

The only consolation I can offer is that the image may be an unfinished verison of Goku’s Oozaru form. It’s possible he’ll look different in the final version.
